The goal of the presented methodology is to let the data center mostly operate in a minimum energy state; however, to allow demand response management (DRM), it should be able to enter a specific energy state, hence be able to control its power consumption. This could, for example, be used to follow an external power profile induced by a Smart Grid.

Simulation of data center power was addressed by the CloudSim toolkit [11]. It provides the capabilities for modeling and simulating data centers with focus on Virtual Machines (VMs) allocation policies as a main method for optimizing power demand. It provides at its core implementation of various policies and allows the user to implement custom ones. CloudSim is written in Java and exposes an Application Programming Interface (API), but does not provide any graphical interface for designing the data center or running the simulation.

Traditionally, Data Center Infrastructure Management (DCIM) tools aim at modeling the static state of a data center: location of the racks and their occupying IT equipment. Maximum power demand of each device is stored and the sum is compared to a given maximum that the rack can provide. Not only is this power balance maintained by the tool, but also the weight and size of contained equipment against the respective capacity of the rack. DCIM tools provide topology simulation of data centers that supports design-time decisions and is based on peak power demand values.
